Kathleen Lockard Palma is Senior Executive Counsel, International Trade Compliance with General Electric based in Washington, DC.  She leads GE’s International Trade Compliance Center of Excellence, which is the legal shared service for ITC supporting all GE businesses on a global basis. The ITC COE is part of the Legal Shared Services team of GE Global Operations. The ITC COE focuses on technology controls, sanctions, customs legal advice and watchlist screening.

Kathleen joined GE in 2004 and has held several roles with increasing responsibility.  She previously led the international trade compliance function for GE Aviation and served as ITC Counsel for GE. She has also been active in the trade community.  She served as Vice Chair of the President’s Export Council Subcommittee on Export Administration (PECSEA) during the Obama Administration. Kathleen also served as the chair of the Aerospace Industries Association Export Controls subcommittee and was a member of the Regulations and Procedures Technical Advisory Committee (RPTAC) at Commerce.  She is active in Community Service and the GE Women’s Network.

Over the course of her professional career, Kathleen has received awards for outstanding performance, simplification and customer satisfaction.  Kathleen also speaks frequently on the topic of international trade compliance at conferences. She is a graduate of the University of Chicago Law School and Georgetown University, School of Foreign Service.

Kathleen and her husband Troy reside in Arlington, VA with their two sons.  They enjoy baseball, traveling and rollercoasters.
