Julie Simon Miller

Julie Miller has worked for 20 years on issues relating to health care law and policy. Prior to arriving at America's Health Insurance Plans (AHIP) in June 2005, Julie was a special counsel in private practice at the law firm of Covington and Burling in Washington D.C. and managed regulatory activities at the Blue Cross Blue Shield Association. Julie began her legal career in the U.S. Senate, where she drafted Medicare and health-related legislation in the non-partisan Office of the Legislative Counsel. 

As Deputy General Counsel at AHIP, Julie's current responsibilities include a wide variety of Affordable Care Act (ACA) implementation issues, including medical loss ratios, rate review, market reform regulations, appropriate roles for federal and state jurisdiction and regulation under the ACA, and issues related to proprietary data.  Legal responsibilities include governmental investigations and formulating amicus briefs consistent with AHIP's overall advocacy goals.
