Joy Haviland is a staff attorney with the Office of Legal Affairs at the Drug Policy Alliance (DPA). DPA’s affiliated organization, Drug Policy Action, served as a co-chair of the Prop. 64 campaign committee. Joy engages in legislative and initiative drafting, litigation, advocacy, and public education in support of marijuana policy reform and helps to oversee Prop. 64 implementation for DPA.

Before joining DPA, she spent six years representing individuals directly harmed by the war on drugs.  As a staff attorney at the Three Strikes Project at Stanford Law School, she represented inmates serving life sentences for non-violent crimes under California’s Three Strikes Law. She litigated petitions for resentencing under both Propositions 36 and 47 throughout the state. Joy also spent five years at The Bronx Defenders in New York City as both a staff attorney and supervising attorney representing indigent clients in all aspects of misdemeanor and felony criminal litigation. She received her B.A. from Pitzer College and her J.D. from the University of California, Berkeley School of Law. Joy is a member of both the California and New York state bars.
