John Bauters is the Policy Director at Californians for Safety and Justice (CSJ). Based in Oakland, California, he leads CSJ’s state policy campaigns to bring positive reform to the criminal justice system. The most significant of those campaigns involves the implementation of Proposition 47 and reallocation of the state savings realized by the measure’s passage to community-based programs and interventions that offer mental health and substance use disorder treatment to the formerly incarcerated. Previously, John spent the past ten years working on solutions to homelessness. John’s prior successes include the creation of the CalWORKs Housing Program, a $35 million state program that stabilizes homeless families in the state’s welfare-to-work program using the HUD-favored housing first approach to ending homelessness.

Before joining CSJ, John was Policy Director at Housing California where he worked to remove barriers facing people experiencing homelessness through legislative action. John spent the previous seven years as a legal aid attorney in Chicago, Illinois, representing the homeless in various forms of civil litigation as well as tenants of the Chicago Housing Authority facing eviction under HUD’s “one-strike” rule for alleged criminal or drug-related activity. Prior to practicing law John worked as disaster relief director for the American Red Cross. He is a graduate of the University of Notre Dame and Boston College Law School.
