Family Violence Appellate Project
Senior Attorney
Oakland, CA, USA

Jennafer Dorfman Wagner is Senior Attorney at Family Violence Appellate Project (FVAP).  She joined FVAP in 2013 after returning to California, where she was previously an attorney at the Law Foundation of Silicon Valley.  She has also worked at Nevada Legal Services, Washington Legal Clinic for the Homeless (DC), and Legal Action of Wisconsin.  Throughout her 17 year legal career, Jennafer’s work has focused on providing free legal assistance to underrepresented populations, including domestic violence survivors.   Jennafer is a graduate of Columbia Law School (’97) and Mt. St. Mary’s College of Los Angeles (’94).

FVAP is the first-ever nonprofit organization in California dedicated to providing legal representation and support to domestic violence survivors at the appellate level, with the goal of creating an influential body of California domestic violence case law to change how family courts throughout California respond to survivors of domestic violence and their children. Since Jennafer joined FVAP, the project has obtained 12 published opinions elucidating the rights of domestic violence survivors and their children in California family court actions; including 10 victories in appeals prosecuted or defended by FVAP or in which FVAP acted as amicus curiae.  FVAP has also participated as amicus curiae in two Hague Convention cases, including a 9th Circuit Court of Appeal case which resulted in a reversal in favor of the respondent mother, a victim of domestic violence, which held that an infant born in California could not be habitually resident in a foreign country.  Jennafer is currently serving as a member of the Consulting Committee for the Hague DV Project’s California Hague Convention and Domestic Violence Bench Guide.  As a State Bar Technical Support Center, FVAP is available to provide training and technical assistance to California Qualified Legal Services Programs.
