Jasper advises clients on a broad array of corporate tax issues, with particular focus on internal restructurings and transaction planning. He has worked extensively on tax-free spin-offs, mergers and acquisitions, structured finance transactions, joint ventures, inbound and outbound tax structuring and cross-border transactions. He also has significant experience with consolidated return matters, section 382 issues and tax planning with respect to troubled companies. He advises clients on audit and controversy matters, and frequently assists with opinion letters and seeking advance rulings from the IRS. He is an adjunct professor in the LL.M. (taxation) program of Georgetown University Law Center, where he teaches Corporate Income Tax Law II, which focuses on tax-free reorganizations and spin-offs.

From 1995 to 1998, Jasper served as special counsel to the IRS chief counsel, where he participated in the development and formulation of regulations and other administrative guidance involving corporate, partnership and international tax matters.

An active member of the American Bar Association’s Section of Taxation, he was the principal author of the Tax Section’s comments on the consolidated return investment adjustment regulations.

Jasper is recognized in the fields of domestic and international tax in Legal 500 U.S. 2016.
