James C. Lanning

James C. Lanning is currently LB&I Area Counsel for Retailers, Food, Pharmaceuticals and Health Care (RFPH), in Downers Grove, IL. In that capacity, he supervises approximately 60 attorneys and four non-attorney employees who provide legal services to the LB&I organization in a 13- state area. Those employees are organized into six local practice groups, a Strategic Litigation group, and an Industry Programs group.  Mr. Lanning also provides direct legal services and advice to the Industry Director for the Retailers, Food, Pharmaceuticals and Healthcare Industry for the IRS Large Business & International Division.  In that capacity, he deals with industry-wide issues on a national basis, in support of the IRS. James Lanning was appointed Area Counsel on October 8, 2000.

Mr. Lanning joined the Chief Counsel's Office in February of 1974, in the General Litigation Division of the National Office, before transferring to the St. Paul, Minnesota office. He also served as Special Assistant United States Attorney for the District of Minnesota, after being transferred to St. Paul. He was appointed an Assistant District Counsel in Chicago, IL, in July of 1986, and was appointed the Assistant Regional Counsel (Large Case) in March of 1991.  In 2010 he received a Presidential Rank Meritorious Service award.

Mr. Lanning graduated from the University of Nebraska (BA, 1971) and the University of Nebraska Law School (JD, 1973).  He holds a graduate law degree from Georgetown University (LLM, 1976). While in law school, he was a member of the Moot Court Board, which organized and judged appellate advocacy competitions throughout the law school. 

Mr. Lanning is a member of the Nebraska bar; the bars of the U.S. District Court for the District of Nebraska, 8th Circuit; the U.S. Supreme Court; and, the U.S. Tax Court.
