Sharon L. Larkin is member of the GAO Contract Appeals Board, where she presides over contract appeals involving legislative agency contracts. Ms. Larkin also serves as an Assistant General Counsel in GAO’s Procurement Law Division, where she supervises and trains attorneys who decide bid protests. Prior to these positions, Ms. Larkin spent several years writing bid protest decisions, handling some of the most complex cases at GAO. She has broad experience in government contract law, significant trial and hearing experience, and extensive experience in alternative dispute resolution (ADR) and mediation.

Prior to joining GAO, Ms. Larkin was a government contract and construction litigation attorney at Venable LLP, where she counseled clients on a variety of procurement issues and litigated government contract and construction disputes. Her practice included litigation matters before federal courts, various boards of contract appeals, and arbitration panels.

Ms. Larkin is a frequent lecturer on government contracting matters and has taught a number of classes on contract formation and administration, litigation practice, and ADR. She is an active member of the ABA’s Section of Public Contract Law, currently serving as Vice-Chair to the Section and previously serving on the Section’s governing Council.

Ms. Larkin is a former law clerk to the Honorable Moody R. Tidwell, III, of the U.S. Court of Federal Claims. She has a Bachelors of Science degree from Albany College of Pharmacy and a law degree from Suffolk University Law School, where she graduated magna cum laude.

She is admitted to the bars of the District of Columbia, Maryland, Virginia, and Massachusetts.
