Hillary Blout is the Proposition 47 Record Change Attorney for Californians for Safety and Justice (CSJ).  As the Record Change Attorney, Hillary focuses on expanding and strengthening capacity of legal service providers around the state in an effort to reach the estimated 1 million people who are eligible for Resentencing and/or Record Change under Proposition 47. Hillary also works with the Courts and Public Defender and District Attorney offices to improve access for those seeking record change.  Prior to this, Hillary was the Director of Proposition 47 Implementation for CSJ and lead the implementation efforts across California through infrastructure development, legal monitoring and appellate work, community engagement, and organizing record-change clinics. 

Before joining CSJ, Hillary spent six years as an Assistant District Attorney in San Francisco where she handled numerous types of cases, with a special focus on domestic violence and traumatic injuries. This included her guiding women and children through the criminal justice process and ensuring that victims of violent crimes were able to receive medical benefits, shelter and other needs. She also worked with police officers on improving the handling of domestic violence cases.

Prior to the District Attorney’s Office, Hillary worked as an associate for Luce Forward Hamilton and Scripps in the Real Estate and Land-Use department. Before law school, Hillary spent seven years working for San Francisco Mayor Willie L. Brown, where she oversaw $13 million in community grants and served as a community liaison for the Bayview-Hunter’s Point neighborhoods.

Hillary received a B.S in Political Science, with a concentration in Poverty and Policy, from San Francisco State and her J.D. from University of San Francisco School of Law, with a concentration in Trial Advocacy.  Hillary lives in Oakland with her husband and two sons.
