Galena West has served as Chief of Enforcement for the Fair Political Practices Commission since June 2015. Prior to her appointment, she spent ten years as Senior Commission Counsel in the Enforcement Division, serving as second in command of the division. She has prosecuted some of the most serious violations of the Political Reform Act, ranging from campaign money laundering to conflicts of interest to shadow lobbying. Her expertise has been invaluable in many high-profile cases, including prosecuting all committees related to Proposition 8, a cluster of cases involving virtually the entire city of Oxnard in coordination with the Ventura County District Attorney’s office, and the arbitration and settlement of a civil case for campaign violations by the Democratic National Committee.

Under her leadership, the Enforcement Division set a record year in 2017, with 340 cases resulting in stipulated resolutions approved by the Commission and over $1.1 million in fines. And, during her tenure, for the first time in its history, the Commission successfully prosecuted a case of first impression concerning contributions made by a foreign source against a local initiative, which resulted in a significant fine of $61,500. In 2017, the Commission exposed and prosecuted a large campaign contribution laundering scheme in a City of Santa Monica local election and levied a fine of over $300,000.  

Previous to her extensive work in the Enforcement Division, she served three years in the FPPC’s Legal Division and received her law degree from the University of California, Davis, King Hall School of Law. She received her undergraduate degree in International Business from California State University, Sacramento. As part of her undergraduate studies, she spent a year studying International Business/European Community Law at Middlesex University in London, England.
