Flora J. Garcia discovered privacy law one snowy night in law school when she read about Bodil Lindqvist, a Swedish woman whose story became the first EU Privacy Directive case heard by the European Court of Justice. Now, Flora is Senior Privacy and Security Attorney at McAfee, LLC, one of the world’s leading independent cybersecurity companies.  She’s spearheading McAfee’s GDPR preparedness program as well as handling worldwide privacy and security law issues across the portfolio of corporate and consumer security products and internally. Flora is recognized as a Fellow of Information Privacy by the International Association of Privacy Professionals and holds the organization’s CIPP/US and CIPP/T certifications and (ISC)2’s CISSP credential. 

Prior to joining McAfee, Flora was in the compliance office at MUFG Union Bank, where she focused on information security and privacy regulatory compliance.  She led a major policy overhaul that included developing internal-facing Privacy by Design policies and updating the Bank’s Telephone Consumer Protection Act policies and procedures.  Flora was previously at Time Inc., the magazine publisher, where she was the first full-time privacy professional.  She served as Special Counsel for Privacy (in the law department) and the Senior Director for Privacy (on the Information Security team in IT) at Time Inc.  Before her law career, Flora managed internet operations for Time Inc., supporting the selling of magazines online; coordinated breaking news and major projects for all the Time Inc. magazines; and served as Time.com’s production manager.    

Flora’s professional interests within privacy and information security include data loss prevention, CASBs, data classification, and communicating privacy concepts to international audiences.

Flora received her J.D. from Fordham Law School, where she was a student in the evening division.  Flora’s article on Bodil Lindqvist has been cited in privacy texts and before the U.S. Supreme Court.  Flora also is a graduate of the University of North Carolina at Chapel Hill’s Journalism School, and Duke University, where she majored in computer science and economics.  She serves on the IAPP Research Committee and on the board of Fordham Law’s Center on Law and Information Policy.  She lives in Santa Clara, CA.
