Filiz Serbes is Special Counsel to the Associate Chief Counsel (Corporate).  In that capacity, she provides and reviews legal advice relating to corporate tax and consolidated return matters. During her career in the Corporate Division, she has focused on section 355 transactions, debt versus equity issues, and stock compensation and has drafted all types of guidance, including private letter rulings, revenue rulings, and the section 1.1032-3 regulations.  Recently, she was a member of the drafting team for the section 385 regulations.  Filiz also served as an adjunct professor at George Washington University Law School where she co-taught courses in tax policy and in corporate taxation.

Prior to joining Chief Counsel’s Office, she clerked for the Honorable Edna G. Parker of the U.S. Tax Court after practicing corporate law in a private law firm.  Filiz holds a B.S.F.S. from the School of Foreign Service at Georgetown University, a J.D. from the Cornell University School of Law, and an LL.M. in Taxation from New York University School of Law.
