Ellen Gallagher

For almost twenty years, Ellen Gallagher has worked as an attorney in the United States Departments of Justice and Homeland Security to ensure the full and fair application of immigration law and regulations.  She entered on duty in 1995 in New York City, representing the government in deportation and removal proceedings, and subsequently accepted assignments in San Antonio, Texas, Washington, D.C., and Boston, Massachusetts.

After serving for ten years as Special Counsel in the Citizenship and Immigration Services Office of the Chief Counsel, Ms. Gallagher worked at the Department of Homeland Security Office of the CIS Ombudsman and the Office for Civil Rights and Civil Liberties.

Ms. Gallagher graduated from Harvard College and Northeastern School of Law.  She was awarded a Skadden Fellowship in 1991 to work at the Massachusetts Center for Law and Education and Advocates for Children of New York.  She has published articles, reports and recommendations related to the impact of homelessness on children and their families, inclusive education for students with disabilities, and various immigration processes and benefit programs.
