Eliza J. McArthur, a principal in the California law firm of McArthur & Levin, LLP, has devoted her practice exclusively to special education and disability laws, and representation of school districts in the United States.  She has provided consultation and advice on an ongoing basis to school districts throughout the country.  Ms. McArthur is an experienced lecturer in special education law, having made presentations throughout the United States.  She has been an invited speaker in presentations before educators, attorneys and state departments of education, including the California Special Education Hearing Office and Illinois Department of Education as part of their ongoing hearing officer training, the Delaware Department of Education, the New Mexico Department of Education, the Association of California School Administrators, and numerous other educational agencies and organizations.  She has written or co-authored numerous articles in the area of special education, including co-authoring “Is the Rowley Standard Dead? From Access to Results, U.C. Davis Journal of Juvenile Law & Policy, Volume 5, No. 2 (Summer 2001), and has co-authored two books on the subject of special education law, Understanding Special Education Law Volume II and Understanding Special Education Volume III.  The unique combination of her thorough knowledge of special education laws and her practical grasp of education stemming from years of day-to-day involvement in all stages of the IDEA process make her an indispensable advisor.  Ms McArthur has gained a reputation of providing an objective view of special education law to best serve and protect the interests of school districts in meeting their obligations to children with disabilities.

Ms. McArthur received her Juris Doctorate degree from Yeshiva University, Benjamin N. Cardozo School of Law in New York City, and received her Bachelor of Arts degree in Philosophy from Hunter College, City University of New York, where she graduated magna cum laude and a member of the Special Honors Curriculum.  Ms. McArthur is a member of the California State Bar, the Santa Clara County Bar Association, California Advisory Commission on Special Education, the Northern School Law Section of the Office of County Counsel, and the California Council of School Attorneys.
