Since 2007, Elisa Hyman and her firm, the Law Office of Elisa Hyman, PC, have served as of counsel to Friedman & Moses (“F&M)”) in New York City.  At F&M, Ms. Hyman launched and now supervises a five-attorney public interest private practice focusing on education law and civil rights that provides both no-cost-up front contingency and pro bono legal services.  Ms. Hyman represents individual parents and students in impartial hearings, administrative appeals and federal lawsuits. 

Since joining F&M, in addition to representing individual families, Ms. Hyman has initiated several impact and class action lawsuits for students with disabilities, including those who alleged that they were illegally discharged with certificate diplomas, students who alleged that they were illegally warehoused in segregated settings and students with autism and other disabilities who are being subject to blanket decision-making in relation to their IEPs and services.

During this time, Ms. Hyman has also served as an education policy consultant with clients that included foundations, legal service organizations and public policy institutes.

Between 1998 and 2007, Ms. Hyman spent eight years at Advocates for Children of New York (AFC), first as AFC’s deputy/litigation director for seven years, and the transitional executive director for one year.  Between 1998 and 2007, Ms. Hyman was lead counsel on more than nine high profile class action and impact suits brought by students who were not receiving adequate educational services. She also spearheaded a number of public policy initiatives focused on improving regular and special education in the City.  Before joining AFC in 1998, Ms. Hyman was Assistant General Counsel at Safe Horizon, where she focused on domestic violence and crime victim policy.  Between 1991 and 2005, she was a litigation associate at White & Case.  Ms. Hyman earned her J.D. and M.A. in economics at Duke University.  She is a recipient of several awards, has authored a number of reports, articles and publications.
