Delilah Brummet Flaum is a partner in the firm's Chicago office who concentrates her practice in complex commercial litigation and health care regulatory, compliance, and governmental relations matters. She also serves as the knowledge manager for the firm's litigation practice.

Ms. Flaum's litigation experience includes complex class actions; FDA, HHS, and state Attorneys General investigations and cases; and internal investigations. She also has advised clients in privacy and fraud and abuse matters; federal and state regulatory and legislative proceedings; and corporate and finance transactions. Ms. Flaum has represented a wide variety of companies, including pharmaceutical manufacturers, technology providers, and consulting firms.

Ms. Flaum has served as regional director of the U.S. Department of Health and Human Services; general counsel and acting director of the Illinois Department of Mental Health and Developmental Disabilities; and as a commercial and civil fraud trial attorney with the U.S. Department of Justice in Washington, D.C.  Before joining Winston & Strawn LLP, Ms. Flaum was a partner of Mayer, Brown, Rowe & Maw LLP.
Honors and Awards 
Ms. Flaum was listed in the 2009 and 2010 Illinois Leading Lawyers Network, including the list of the Top 50 Women Business Lawyers in Illinois. She was also listed in the 2009 and 2010 Super Lawyers Corporate Counsel Edition
Ms. Flaum has held a variety of posts with non-profit and community boards and committees, including the Illinois Medical District Commission, Chicago Technology Park Executive Committee, Chicago-Kent College of Law Board of Overseers, Cameron Kravitt Foundation Board of Directors, Epilepsy Foundation of Greater Chicago Leadership Board, White House Fellowship's Chicago Regional Selection Panel, U.S. Senatorial Service Academy Selection Board, and Governor's Commission on the Status of Women in Illinois. She also has served as chair of the Chicago Federal Executive Board and as a lecturer at the Washington College of Law at American University. Ms. Flaum is a member of The Economic Club of Chicago. She also has been selected as a member of the Litigation Counsel of America, an honor society for trial lawyers who excel in litigation and trial work and possess positive ethical reputations. 
Ms. Flaum earned a B.S. in Foreign Service with high honors from Georgetown University in 1976. She received a J.D. with high honors in 1980 from IIT Chicago-Kent College of Law, where she was editor-in-chief of the Chicago-Kent Law Review.
