Deborah Meshulam is a partner at DLA Piper and chairs the firm’s Securities Enforcement Practice.  She has more than two decades of securities enforcement defense experience trying the full range of cases arising from allegations of securities law violations and related breaches of fiduciary duty.  She is a former Assistant Chief Litigation Counsel for the SEC’s Division of Enforcement.

Her practice focuses on matters related to enforcement of the federal securities laws.  She represents  clients SEC, DOJ and other  government investigations and trials..  She also represents clients in FINRA and PCAOB investigations and proceedings and in internal investigations. .These generally non-public matters cover a wide range of securities related issues including, foreign corrupt practices, financial reporting, market manipulation, regulatory compliance and insider trading.  Her clients include public companies, regulated entities, financial institutions and senior executives.

Ms. Meshulam  regularly conducts investigations on behalf of regulated entities, public  companies, foreign private issuers, and audit  committees, often relating to FCPA questions, accounting issues, alleged securities law violations and employee misconduct. She also regularly advises clients on securities law compliance and litigation avoidance. She also represents clients in rulemaking proceedings and in SEC inquiries from the Divisions of Corporate Finance and Trading and Markets, the Office of Chief Accountant and the Office of Compliance Inspections and Examinations. 

Deborah's securities practice also includes counseling on a wide range of corporate governance and regulatory matters, including issues related to whistle-blowers, financial reporting and disclosure, design and implementation of compliance programs under the securities laws and the FCPA as well as issues faced by brokers/dealers, investment advisers, hedge and private funds and their associated persons.  .

Ms. Meshulam has written on securities law issues for legal publications and is a frequent speaker at professional programs on securities-related issues.  She received her law degree in 1981 from Columbia University Law School where she was a Stone Scholar.  She graduated magna cum laude in economics from the University of Virginia in 1978.
