David Tessler is Deputy Director of the Secretary’s Policy Planning Staff. Before joining the Staff, he worked for seven years at the Department of the Treasury. While at Treasury, David served first as Senior Advisor to the Director of the Office of Foreign Assets Control (OFAC) and then as Senior Advisor to the Under Secretary for Terrorism and Financial Intelligence. He worked on a range of sanctions and counter-terrorist financing issues, including Iran, Russia, and ISIS. David began his career in public service in 1999 when he joined the Foreign Service. He was posted to Bucharest, Baghdad, and the U.S. Mission to the United Nations in New York, and held various positions at the State Department in Washington. David has a B.A. from Washington University in St. Louis and an M.A. from Harvard’s Kennedy School of Government.
