David Shahoulian

David Shahoulian is currently the Democratic Chief Counsel to the Subcommittee on Immigration and Border Security in the U.S. House of Representatives.  David advises Committee Members and the broader Democratic Caucus on immigration policy issues, including employment-based and family-sponsored immigration, border and interior enforcement, and asylum and refugee resettlement.  He also serves as lead counsel on matters involving claims against the United States.

David recently returned to the House after serving as Deputy General Counsel at the Department of Homeland Security (DHS), where he served from 2014 to 2017.  At DHS, David led a team of over 1,500 attorneys overseeing all immigration-related matters within the Department.

Prior to joining the government in 2007, David was an associate at the law firm of Holland & Knight, where he practiced in the immigration and white collar criminal defense fields.  For part of his time with the firm, David also served as the Chesterfield Smith Public Interest Fellow, a position in which he engaged in pro bono representation of individuals in the immigration and criminal justice systems.

David is a native of Miami, Florida and speaks fluent Spanish.  He has a law degree from Yale Law School, a Masters in creative writing from the University of Southern California, and a Bachelors in film from Florida State University.
