David H. Saltiel is the Associate Director in charge of the Office of Analytics and Research in the Division of Trading and Markets at the Securities and Exchange Commission (SEC). David is responsible for leading the quantitative research and data analysis related to the SEC’s policies on markets and market structure. Prior to joining the SEC, David was the Chief Economist at the Municipal Securities Rulemaking Board (MSRB), the self-regulatory organization responsible for the rules governing participants in the municipal securities market. At the MSRB, David built an analytics program and led the development and execution the MSRB’s economic impact analysis efforts. David has served in senior financial, economic, and analytics positions in government and the private sector including at the U.S. Department of the Treasury’s Bureau of the Fiscal Service, the U.S. Department of Energy, Sandia National Laboratories, and AREVA, a multi-national energy company. David holds and M.Sc. from the University of Oxford and a B.A. from Williams College.
