Dave Marr is Vice President, Legal Counsel at Qualcomm Technologies, where he currently leads the open source practice and policy team.  He manages a team of attorneys, program managers, and analysts to deliver strategic advice to the company and its subsidiaries on community licensing practices.  A key portion of Dave’s current focus is on strategic approaches towards leveraging open source, enabling participation in FOSS projects, and optimizing process flows for legal engagement.

Prior to Qualcomm Technologies, Dave led the open source legal teams at Sun Microsystems and Juniper Networks, respectively.  At Sun, Dave was an Associate General Counsel, supporting Sun's Open Source Group, and was responsible for open source licensing strategy, helping Sun build its open source portfolio to eventually include a variety of key industry-enabling technologies including open source distributions of Java, Solaris, and OpenSPARC.  During Dave’s tenure, Sun was noted for its positive engagement with open source communities and for having contributed more code to open source than any other company of its time.

Dave concentrates his practice in the areas of high technology law (software and hardware), emerging intellectual property issues, and open source commercialization strategies.
