Tomas Leonard is Of Counsel in Winston & Strawn’s Washington, D.C. office and Chair of the firm’s Latin America practice. Mr. Leonard concentrates his practice on international arbitration and international litigation covering primarily foreign direct investment in Latin American countries.

Mr. Leonard has counseled and represented private investors and Sovereign States in numerous international arbitration proceedings before the International Centre for Settlement of Investment Disputes (ICSID), the Permanent Court of Arbitration, the International Court of Arbitration of the ICC, and other forums, as well as in various trade disputes before the International Trade Commission and the U.S. Department of Commerce. Mr. Leonard also counsels clients on Latin American law and comparative common and civil law issues. He earned law degrees in civil law and common law countries, and previously practiced law in Argentina, where he represented financial institutions, investment funds, and international investors in corporate, finance, and banking matters, and represented domestic investors in a wide variety of commercial transactions.


Mr. Leonard received a J.D. in 1996 from the Universidad Católica Argentina School of Law. He pursued graduate studies in Banking Law in 1997, also at the Universidad Católica Argentina School of Law. Mr. Leonard received an LL.M. in American Law from Boston University School of Law in 2000 and a graduate degree in investments from Johns Hopkins University School of Professional Studies in Business and Education (currently Carey School of Business) in 2001.
