David Bloomgarden

PPP Consultant

David Bloomgarden has over  20 years of global experience in policy, management and technical assistance for emerging market countries.  As focal point for the PPP early stage advisory in the Inter-American Development Bank (IADB) for ten years, he leveraged over $2 billion dollars for investment in public private partnerships for infrastructure through a program that advised Latin American and Caribbean governments on PPP legislation, established PPP units and trained over 4000 public sector officials on project selection, value for money and sustainable infrastructure planning.  David created the Infrascope Index of PPP capacity with the Economist Intelligence Unit.  This publication has been scaled by other development banks on a global level.  In addition, he created the IADB's PPP Americas network which hosts the largest PPP conference in Latin America.  While at the IADB David also served as Chief of the Inclusive Cities unit that invested and provided grants to test pioneering private sector business models for urban services that create economic opportunities and provide services for poor and vulnerable populations.  These projects focused on smart cities and citizen engagement, sharing and circular economy models, and developed the first social impact bonds to be launched in Latin America.  

Prior to joining the IADB,  David served as Senior Policy Adviser to the U.S. Chairs of the Boards of the Inter-American Development, the African Development Bank (AfDB) as well as the International Fund for Agriculture.  In this role he advanced the role of multilateral development banks in supporting greater private sector engagement in infrastructure and basic services. Understanding of PPP best practices, market idiosyncrasies, and drivers of institutional change and innovation in public policy has enabled David to advise governments and multilateral institutions to crowd in private sector investment for inclusive, sustainable and climate resilient infrastructure development. David his career as an international economist in the US Treasury providing analysis and briefings for senior officials on Africa, Latin America, and multilateral development bank policies with a strong focus on sustainable economic development.  

He has a Masters degree in International Public Administration from the Middlebury-Monterrey Institute and has certificates in Public Private Partnerships from Harvard University and Partnerships UK .
