David Koenigsberg is a partner in the New York City law firm of Menz Bonner & Komar LLP, where he practices commercial litigation. His practice includes representing whistleblowers in False Claims Act qui tam cases involving health care issues. Before entering private practice, Mr. Koenigsberg was an Assistant United States Attorney for the Southern District of New York, where he served as the office's first head of the Affirmative Civil Enforcement Unit, with responsibility for supervising civil fraud cases as well as the office's Health Care Fraud Coordinator. He represented the United States in several of the largest False Claims Act cases in the Southern District, including a $182 million qui tam case against one of the nation's largest independent laboratories, as well as a $15 million case against a major New York medical center for overcharging the United States for costs related to medical research. Mr. Koenigsberg received several awards for his work, including the Attorney General's Award for Distinguished Service in 1997 and awards from the Office of Inspector General, Department of Health and Human Services. An experienced trial lawyer, Mr. Koenigsberg has also handled major litigations involving bankruptcy, tax, medical malpractice, government contracts, and discrimination. In private practice, Mr. Koenigsberg has successfully represented whistleblowers in several health care related matters, including U.S. ex rel. Cirrincione v. Tingley & Hamel, et al., 98-CV-1929 & 99-CV-2082 (N/D.N.Y.), which resulted in a $540 million recovery for the United States. Mr. Koenigsberg is a graduate of Williams College and Fordham University School of Law and served as a law clerk for Judge Peter K. Leisure of the United States District Court for the Southern District of New York. Mr.
