Clisson S. Rexford

Internal Revenue Service
Team Leader, Advance Pricing and Mutual Agreement Program (APMA)
Chicago, IL, USA

September marks Clisson’s 25th anniversary as a corporate tax attorney.  Upon graduating from law school in 1990, Mr. Rexford joined Mayer, Brown & Platt’s tax practice where he was shortly introduced to the area of transfer pricing through his participation in several large cases before the U.S. Tax Court.  Mr. Rexford’s experience with - and fondness for - all things transfer pricing grew over the next several years through his representation of taxpayers at IRS audit and appeals, his work with several large multinationals in the areas of transfer pricing development and implementation, and his help with introducing taxpayers to the then-nascent APA program.

Mr. Rexford subsequently shifted his practice from the large firm to the corporate environment to serve as in-house tax counsel, first with General Electric’s Federal Tax Appeals and Litigation department and later with AkzoNobel, a large Dutch manufacturer of chemicals and coatings.  While at GE, Clisson advocated on behalf of the company in a wide range of domestic and international tax matters arising from its vast manufacturing, commercial and financial operations.  During his ten plus years with AkzoNobel, Mr. Rexford’s responsibilities grew to include that of Transfer Pricing Director for the company’s global operations.  Clisson joined APMA in 2014 as a Team Leader and Competent Authority Analyst in Chicago.

Mr. Rexford received his J.D. from the University of Michigan, his M.A. from the University of Chicago and his B.A. from Hobart and William Smith Colleges.  He has served as chairman of the In-house Transfer Pricing Subcommittee of the ABA Tax Section’s Transfer Pricing Committee, and has participated as an active member in several industry groups working to provide input on a variety of proposed transfer pricing rules and guidance.
