Carl Howard is Deputy General Counsel of Citigroup. He manages the Citigroup Bank Regulatory Office, which provides legal advice to Citigroup businesses regarding bank regulatory issues associated with new products and acquisitions. Carl has advised Citigroup and its predecessor Citicorp on a large number of consumer and corporate initiatives, both foreign and domestic, since 1985.
Before joining Citicorp, he served as Senior Counsel at the Federal Reserve in Washington, D.C. where he advised on banking and nonbanking activities of bank holding companies. Carl holds a B.A. from the University of Virginia (1972), and a J.D. from William and Mary (1975).
