C'Reda J. Weeden

C’Reda Weeden is an associate in the health care practice group, advising health care clients on a broad array of compliance and reimbursement matters related to health reform, Medicare, and Medicaid regulatory landscape. Prior to joining King & Spalding, C’Reda spent six years in the Obama Administration as both a litigation attorney and policy advisor on health reform and health financing issues. Most recently, she served as the Executive Secretary to the Department of Health and Human Service (HHS), the chief regulatory officer for the department and principal advisor to the Secretary and Deputy Secretary on an array of policy and procedural matters.

During her time at HHS, C’Reda managed a range of complex and high-profile health policy, legal, management, and operational issues for the Department and has extensive knowledge of the policy and legal considerations contemplated in the implementation of new policies and programmatic reforms stemming from the enactment of the Affordable Care Act. Her experience extends across the breadth of the department, as she has worked on issues as diverse as the development and implementation of insurance market reforms under the Affordable Care Act, including rate review, risk adjustment, and risk corridor calculations; consumer protections; and other provisions governing federal and state marketplaces; Medicare and Medicaid reforms; and a number of public health and life science matters. In addition to her policy expertise, C’Reda successfully litigated a number of matters on behalf of HHS, including successfully defending a precedential Medicare Part D lawsuit and served as a member of the 2012 Affordable Care Act litigation legal team. Most notably, C’Reda brings a unique understanding of “how government works” and strategies to navigate the complex federal policy-making landscape, as well as strong relationships with officials at CMS, FDA, and HHS more broadly; the Office of Management and Budget; and other federal agencies.

Prior to entering federal service, C’Reda served as a regional field director for the Obama for America presidential campaign. Previously, C’Reda worked as a child welfare caseworker as well as an advocate for children’s issues at the national nonprofit Fight Crime: Invest in Kids. C’Reda earned her law degree from the University of California, Berkeley School of Law, where she was an Executive Committee member of the California Law Review and Co-Editor-in-Chief of the Berkeley Journal of African-American Law & Policy. She received a Bachelor of Science, magna cum laude, from Vanderbilt University.
