Ben McDonough is Assistant General Counsel in the Legal Division at the Federal Reserve Board.  His work focuses on legal and supervisory issues related to capital, stress testing, liquidity, cybersecurity, and the supervision of large financial institutions.  In particular, he has played a key role in developing the rules and processes governing the Board’s annual stress testing and capital planning exercises, as well as the rules implementing the Basel III capital accord in the United States.  From 2014-2015, Mr. McDonough was on a secondment to the Legal Division of the European Central Bank (ECB), where he provided advice on issues relating to then nascent Single Supervisory Mechanism.  Mr. McDonough has been in the Legal Division at the Board since 2008, and previously worked in the Legal Division at the FDIC.  He received his B.A., M.P.P., and J.D. all from the University of Michigan (Ann Arbor).
