Barry N. Summer is an Associate Director of the Division of Corporation Finance at the U.S. Securities and Exchange Commission. He joined the SEC staff in December, 1985. Prior to joining the staff, Mr. Summer was an associate in a law firm in Washington, D.C.

At the SEC, Mr. Summer has held various positions in the Division of Corporation Finance, including Special Counsel and Assistant Director.  As an Associate Director, Mr. Summer supervises the Division's disclosure operations function, which includes reviewing and commenting upon various filings made by public companies, including their quarterly and annual reports. Mr. Summer also oversees the Division's statutory disclosure obligations pursuant to the Sarbanes-Oxley Act, which requires that the Division, among other things, reviews the annual report of every reporting company at least once every three years. In addition, Mr. Summer was responsible for overseeing the Division's recent review project for disclosures made by public companies pursuant to the Commission's new rules for executive compensation disclosure, which were approved by the Commission on July 26, 2006. 

Mr. Summer has been a frequent speaker on the Federal securities laws and related issues involving the Division of Corporation Finance. He is also currently an adjunct professor of law at the Georgetown University Law Center in Washington, D.C., teaching Securities Regulation. Mr. Summer received his J.D. from the Georgetown University Law Center in 1982 and his B.S. in finance from the University of Rhode Island in 1979.
