Barbara J. Collins is a senior attorney in the Office of the General Counsel of the U.S. Department of Health and Human Services. She is in the General Counsel’s CMS Division, where she advises CMS on a variety of Medicaid eligibility and benefits issues, including the Medicaid expansion provisions of the Affordable Care Act, home and community-based services, and resource and budget rules for Medicaid beneficiaries who are elderly or living with disabilities.  Before joining OGC, Barbara worked on Medicaid policy issues for CMS and for the Minnesota Department of Human Services.  She also has extensive experience representing individuals and low-income families in New York and Minnesota as an attorney for legal services programs, advocacy organizations and in private elder law practice.  Barbara received her B.A. and J.D. degrees from the State University of New York at Buffalo.
