Barbara B. Hannigan is the Ethics Officer and Senior Compliance Counsel for the Public Company Accounting Oversight Board (" PCAOB "). As the Ethics Officer, Ms. Hannigan is responsible for counseling the Board’s members and staff regarding compliance with and potential violations of the PCAOB Ethics Code.  She also is responsible for the PCAOB’s ethics training program and advises on issues concerning equal employment opportunity, nondiscrimination, and anti-sexual harassment. For over seven years prior to joining the PCAOB, Ms. Hannigan was the Ethics Counsel and Designated Agency Ethics Official for the United States Securities and Exchange Commission.  During her long tenure at the SEC, she also held various positions within the Office of the General Counsel and served as Counsel and Ethics Liaison Officer for former SEC Chairman, Arthur Levitt.

Ms. Hannigan is a member of the District of Columbia Bar Association, and was awarded a Juris Doctorate degree from The American University Washington College of Law. She also holds BA and MA degrees in English from Georgetown University.   She is an Ethics Research Center Fellow and formerly served on the ERC Fellows Advisory Committee. Ms. Hannigan also serves as PCAOB's representative in the Ethics and Compliance Officers Association and served as the co-chair of the ECOA's Government Industry Group.
