Arthur Shulman joined the Office of Defense Trade Controls Compliance (DTCC) at the U.S. State Department in 2011.  He currently serves as the acting director of the office, in addition to leading DTCC’s Policy and Operations team.  He oversees development and implementation of policy and procedures to facilitate effective civil enforcement of and general compliance with the Arms Export Control Act (AECA) and its implementing International Traffic in Arms Regulations (ITAR).  He manages adjudication of voluntary and directed disclosures and implementation of administrative settlements.  Mr. Shulman lectures at various conferences and other venues to educate U.S. Government officials, the defense industry, and the public on ITAR compliance and industry best practices.  Prior to joining the Directorate of Defense Trade Controls, Mr. Shulman was a senior research associate and general counsel at the Wisconsin Project on Nuclear Arms Control, a non-profit, non-partisan organization which uncovers and publicizes dangerous export transactions and works to improve export control systems.  Mr. Shulman received a Bachelor of Arts in History and International Relations from Tulane University, a Master of Science in International Relations from the London School of Economics and a Juris Doctor from the George Washington University Law School.
