 Arthur R. Block is the principal of Arthur Block Attorney at Law, and he is Counsel to Kurzman, Karelsen & Frank, LLP.  A former public school teacher, Mr. Block made education law a significant part of his private law practice, while also concentrating in not-for-profit organizations, employment law, civil and constitutional rights, and commercial litigation.  

 In special education, Mr. Block was actively involved in the first decade of implementation of the Education of All Handicapped Children Act, including a role as one of the plaintiff class attorneys in Jose P. v. Ambach.  Recently, he has been involved in the controversial area of aversive behavioral interventions, representing parents who are seeking to continue (or add) aversives in their children's IEPs.  In higher education, Mr. Block -- previously an AAUP chapter attorney for the faculty union of a major metropolitan area university-- represents professors, administrators, students (college, professional, graduate), and professionals licensed by NYSED, in a variety of matters.  

 In tandem with his private practice, Mr. Block has engaged in teaching and scholarship.  He created and taught a seminar, "Educational Policy Litigation," at Columbia Law School.  Publications include: Educational Policy Making and the Courts: An Empirical Study of Judicial Activism (U. of Chicago Press, 1982) (with M. Rebell); Equality and Education:  Federal Civil Rights Enforcement in the New York City School System (Princeton U. Press, 1985) (with M. Rebell); and "Enforcement of Title VI Compliance Agreements by Third Party Beneficiaries," 18 Harv. Civil Rights/Civil Liberties L. Rev. 1 (1983).
