Andrea Fekkes Dynes is Staff Vice President and Associate General Counsel at the corporate headquarters of General Dynamics Corporation in Falls Church, Virginia. She has worked with General Dynamics since 2004.

Ms. Dynes specializes in various aspects of international business, including compliance with export controls, antibribery (e.g., FCPA), sanctions, antiboycott, anti-money laundering, and import laws and regulations. She advises the company and its global businesses on a wide variety of topics, including corporate policies, training, risk analysis and management strategies, audits, acquisitions and divestitures, business transactions, due diligence, investigations, voluntary disclosures and enforcement matters. She represents the company before the U.S. Departments of State, Commerce, Treasury, Justice and other regulatory agencies.  Ms. Dynes represents the company in various defense and aerospace industry groups and speaks regularly at professional conferences on international trade topics. Currently, Ms. Dynes is the Vice Chair of the Defense Trade Advisory Group (DTAG), which advises the State Department on ITAR policies and regulations, as well as implementation of defense trade treaties.

Prior to joining General Dynamics, Ms. Dynes was Of Counsel with Gibson, Dunn & Crutcher in Washington, DC (from 1998 – 2004) where she advised U.S. and foreign businesses in connection with U.S. international trade laws, and represented them before U.S. federal agencies.  From 1991 to 1998, she was associated with Graham & James’ international trade practice, where she focused on antidumping and countervailing duty proceedings, customs issues, and export control and sanctions matters. Between 1988 and 1991, Ms. Dynes served as an Attorney Advisor in the Office of Chief Counsel for Import Administration, U.S. Department  of Commerce.

Ms. Dynes is admitted to practice law in the District of Columbia and Virginia. She is a member of the American Bar Association and the District of Columbia Bar Association. Andrea is a 1988 cum laude graduate of The American University, Washington College of Law, and a 1981 Dean’s List graduate of Indiana University in Bloomington, Indiana.
