Alison Burns is the Deputy Associate Chief Counsel of the Corporate Division in the IRS Office of the Chief Counsel.  In that position, she supervises the work of approximately 60 attorneys and support staff in the IRS’s National Office.  Ms. Burns works closely with the Corporate's Associate Chief Counsel, William (Bill) Alexander and Treasury’s Office of Tax Policy in developing published guidance. Ms. Burns also supervises the Division's formulation of case specific advice for the Internal Revenue Service as well as its provision of litigation support to Division Counsel and the Department of Justice on a variety of tax questions involving Subchapter C and the consolidated return provisions. 

Alison spent the first three years of her career as a docket attorney in the Office’s Tax Litigation Division, after which she moved overseas with her husband, a former Foreign Service Officer with USAID.  After spending nearly ten years aboard, she returned to the Office’s Field Service Division, where she developed significant experience combating abusive tax shelters transactions. When the Office of Chief Counsel was restructured in 2000, the Corporate branch of Field Service merged with Technical's Corporate Division to form the Office of the Associate Chief Counsel (CORP), where Ms. Burns currently works. Since 2001, she has served in a series of increasingly challenging management positions.
