More than three years after the passage of the Dodd Frank Act, regulators adopted final Volcker Rule regulations late last year. U.S. and foreign banks and other market participants will now have to come to grips with the law’s requirements, and the Volcker Rule is likely to shape capital markets, funds and securitization activities for years to come. Banking organizations are busy assessing the impact of the Volcker Rule on their global trading and fund businesses and establishing a plan to bring non-conforming businesses and assets into conformity by July 2015, as they design and implement a global compliance program. Reporting of metrics to the regulators will begin this summer.

While the final rule published by the agencies resolves many issues, there are still many unanswered questions in the nearly 1,000-page Volcker Rule document, and there is much to learn and do before any bank can be confident that it has a plan to meet the applicable deadlines set forth in the law.
