Overview

The IP5 Offices (IP5)-- the United States Patent Office (USPTO), the European Patent Office (EPO), the Japanese Patent Office (JPO), the Korean Intellectual Property Office (KIPO),  and the Chinese Intellectual Property Office (SIPO)  handle about 80 per cent of the world's patent applications, and 95 per cent of all work carried out under the Patent Cooperation Treaty (PCT).   The IP5 have been cooperating for the last eight years  to eliminate unnecessary duplication of work among them and to enhance efficiency and quality of patent examination so that granted patents are more defensible and business value derived from them more legally certain.   The IP5 have also been cooperating with the World Intellectual Property Office (WIPO) to make certain procedures during an international application aligned across the offices; and WIPO has observed all levels of IP5 meetings.   The end result of all this cooperation has largely been spectacular, if relatively unpublicized, and now stands on the brink of creating harmonized patent examination to result in a kind of de facto unitary patent grant.
