Thomas Merrill is the Charles Evans Hughes Professor of Law at Columbia University School of Law where he specializes in property, environmental law, administrative law, eminent domain, and the U.S. Supreme Court. A graduate of the University of Chicago Law School, he was a law clerk to Supreme Court Justice Harry A. Blackmun. He served as Deputy Solicitor General of the United States from 1987-1990.
