Stacy Strickland is the Director, Contract Policy in the DCMA Headquarters Contracting Directorate. In this position, she manages the development and implementation of agency policy related to the contract management field such as: Payment and Finance, Closeout, Warranting, and Property. In addition to Deputy Directors for Property and Contract Finance & Payment policy, her staff also includes the agency's representative to the Defense Acquisition Regulation (DAR) Council, the rulemaking body for the Defense Federal Acquisition Regulation Supplement (DFARS).
In her previous position, Ms. Strickland was the Director of Human Capital Investment and Development in the DCMA Human Capital Directorate. As the Director, she managed the agency's training, DAWIA certification, leadership development, intern, and Centralized Development Programs.
She began federal service in with the Planning and Programming Division at the DCMA Southern District office, and has held critical operations and technical support positions during her career. Her previous positions include: Supervisory Administrative Contracting Officer (ACO)/Administrative Grants Officer (AGO), Divisional ACO (DACO), Director, Grants and Agreements Center, Operations and Technical Team Leader, Technical Product Performance Group Chief, and Deputy Director of the DCMA St. Petersburg field office.
Ms. Strickland is a member of the Defense Acquisition Corp, and is a graduate of the Harvard Senior Executive Fellows program. She holds a Level III certification in Contracting, a B.S. degree in Biology/Chemistry, and an M.B.A. with a concentration in Project Management.
