Sheila A. Millar, a partner with the law firm of Keller and Heckman LLP, counsels corporate and association clients on regulatory compliance and public policy issues.
Ms. Millar has extensive experience on advertising and privacy matters. She advises clients on advertising policy questions, claims substantiation and advertising challenges. She helps clients develop privacy policies, data security and access procedures, manage trans-border data flows and create training programs. She also works with clients to navigate the array of federal and state requirements related to contests and sweepstakes. Ms. Millar has special expertise in issues related to the sale, advertising and marketing of children's products, and has participated in Federal Trade Commission (FTC) workshops on children's literacy and children's privacy.
Ms. Millar serves as a Vice Chair of the International Chamber of Commerce (ICC) Marketing and Advertising Commission, and chairs its Working Group on Sustainability, which developed the ICC Framework Guides for Environmental Marketing Claims. She has extensive experience in managing complex environmental and energy policy and compliance questions. Ms. Millar has worked on recycling initiatives, the phaseout of ozone depleting chemicals, Clean Air Act implementation, and energy standards, as well as green chemistry and green claims.
Ms. Millar counsels clients on risk management and product safety strategies, as well as on compliance with Consumer Product Safety Commission (CPSC) requirements, new requirements under the Consumer Product Safety Improvements Act (CPSIA), green chemistry and other product safety laws.
