Sheila A. Millar, a partner with the law firm of Keller and Heckman LLP, counsels corporate and association clients on regulatory compliance and public policy issues.
Ms. Millar has extensive experience on advertising and privacy matters. She advises clients on advertising policy questions, claims substantiation and advertising challenges. Ms. Millar serves as a Vice Chair of the International Chamber of Commerce (ICC) Marketing and Advertising Commission, and chairs its Working Group on Sustainability, which developed the ICC Framework Guides for Environmental Marketing Claims.
Ms. Millar has special expertise in issues related to the sale, advertising and marketing of children's products. She is a nationally recognized expert on the Children's Online Privacy Protection Act (COPPA) and children's advertising issues, and has participated in Federal Trade Commission (FTC) workshops on children's literacy, children's privacy and self-regulation. She is a long-time member of the Children's Advertising Review Unit (CARU) Supporters Council. Ms. Millar also helps clients develop privacy policies, data security and access procedures; respond to data breaches; manage trans-border data flows; and create privacy training and compliance programs. In addition, she works with clients to navigate the array of federal and state requirements related to contests and sweepstakes.
Ms. Millar has worked on complex environmental and energy questions, including recycling initiatives, the phaseout of ozone depleting chemicals, Clean Air Act implementation, and compliance with energy standards. She also counsels clients on risk management and product safety strategies, as well as on compliance with Consumer Product Safety Commission (CPSC) requirements, green chemistry and other product safety laws.
