Rubert Borgsmiller has served as Executive Director of the Illinois State Board of Elections since January 1, 2011. Rupert is a career employee of the Board. He started working in the Campaign Disclosure Division in 1976 and held various positions before becoming the Director of that division in 1998. In July 2008, Rupert was promoted to Assistant Executive Director followed by his appointment in January of 2011 to the position of Executive Director. The Murphysboro native has complete administrative and supervisory responsibility of the agency that has 71staff members with an annual budget in excess of $11million. He reports to an eight member Board that has ultimate authority over the agency. The State Board of Elections works in concert with 110 independent election authorities that conduct all elections throughout the state.
Mr. Borgsmiller is the State's Chief Election Official and serves on the Federal Election Assistance Commission's Standards Board. He is a member of several national election administration organizations and regularly addresses Illinois' 110 local election officials at meetings and conferences.
Mr. Borgsmiller holds a Bachelor of Science in Political Science from Eastern Illinois University, Charleston, Illinois, 1974. Rupert did graduate study in Public Administration at Southern Illinois University-Carbondale from 1974 to 1976. He and his wife have lived in Springfield area for the past 36 years.
