Robert S. Kovac is the Managing Director of The Directorate of Defense Trade Controls at the Department of State, a position he has held since December, 2007. He is responsible for the licensing, policy and enforcement of the direct commercial sale exports of defense articles and services from the US; export licenses valued at over 100 billion dollars annually. Between January, 2009 and February, 2010 he concurrently served as the Acting Deputy Assistant Secretary of State for Defense Trade. Prior to moving to the Department of State, he worked in various positions at the Department of Defense in the Defense Technology Security Administration, ultimately as the Director of Licensing between 2002 and 2007. Before entering the civil service, Mr. Kovac was a US Army officer and served in infantry, intelligence, special operations, and inspector general assignments in the US, Korea, Germany, Honduras, the Caribbean and the Persian Gulf. Mr. Kovac is a member of the Senior Executive Service, and holds a BA in Political Science and Psychology from the University of Pittsburgh, an MS in Strategic Intelligence from the Joint Military Intelligence College, and is a graduate of the US Army Command and General Staff College.
