Before joining Ernst & Young, Richard was a principal in Arthur Andersen's Office of Federal Tax Services in Washington, D.C. He was also a Special Assistant to the Assistant Attorney General (Tax Division) at the U.S. Justice Department from 1994 to 1996 and an Attorney-Advisor at the IRS National Office from 1992 to 1994.
Membership in Associations, Committees, etc.: Richard is a past chair of the D.C. Bar's Tax Section Committee on Financial Products. He is a frequent speaker on the taxation of financial instruments and a contributing author of Federal Income Taxation of Debt Instruments, Sixth Edition, CCH: 2010.
