Richard Beutel is currently the Senior Counsel for acquisition and procurement policy for the Committee on Oversight and Government Reform, reporting to Chairman Darrell Issa.

Formerly, Rich was the General Counsel to the bipartisan Commission on Wartime Contracting in Afghanistan and Iraq, a Congressionally-appointed oversight board mandated by Congress to investigate waste, fraud and abuse in government contracting practices in contingency and wartime operations.

He joined the Commission from the US Senate. In the Senate, he served as lead policy staffer to the Senate Homeland Security and Government Affairs Committee, reporting to former Chairwoman and now Ranking Member Susan Collins.

In his various roles in Congress, Rich developed and managed major procurement and acquisition reform bills, including portions of Defense Authorization bill which addressed significant procurement reform measures. His prior government service includes management and policy leadership for the House of Representatives China program, involving the organization and policy leadership for 12 Congressional and staff delegations to meet with members of the Chinese National People's Congress.

Rich spent most of his career working for Michael Dell and helped open the Dell government relations office in Washington in 2001.

He is the author of the treatise "Contracting for Computer Systems Integration"   and was the Gilbert Cuneo speaker on government contracting policy at the JAG school in Charlottesville in 2010.
