Pamela C. Scott is General Counsel, Human Resources at Citigroup Inc., where she leads a team advising Citi on a wide range of US and global compensation and benefits matters. Throughout the financial crisis, Pam was the primary legal advisor to Citi and the compensation committee of its Board of Directors on executive compensation restrictions and related matters. She joined Citi in 2005 after advising Citi and its predecessors since the mid 1990s on employee benefits. Prior to joining Citi, she was a partner at Towers Perrin (now Towers Watson) and had been a consultant in the human resources field for 13 years. Before then, she was an associate at Shearman & Sterling. She has taught continuing legal education courses since 1995 on benefits matters for PLI and the American Bar Association and is the author of articles in the area. She is a Fellow of the American College of Employee Benefits Counsel. She received her LL.M. in Taxation from the New York University School of Law, her J.D. from Columbia Law School, and her A.B. from Brown University.
