Norman Armstrong, Jr., is the Deputy Director of the FTC's Bureau of Competition and previously served as the Acting Deputy Director from August 2008 to November 2009 managing its Mergers II, Mergers III, and Mergers IV Divisions as well as competition matters in the San Francisco and Seattle Regional Offices. Mr. Armstrong has overseen the Commission most recent merger litigations including  OSF/Rockford, ProMedica/St. Luke's, Phoebe Putney/Palmyra, Daramic/Microporous, Whole Foods/Wild Oats, CSL/Talecris, CCC/Mitchell, CRH/Pavestone, and Carilion. In addition, he has overseen the following merger enforcement matters: Renown, Kinder Morgan, El Paso, CoStar/Loopnet, Graco/ITW, Western Digital/Hitachi, Carpenter/Latrobe, Irving/Exxon Mobil, Air Products/Airgas, Topps/Penn Traffic, Universal Health/Psychiatric Solutions, Keystone/Saint Gobain, SCI/Keystone, Pilot/Flying J, Houghton/Stuart, Fidelity/Land America, Pepsi/PBG, Google/AdMob, Herff Jones/American Achievement, Pfizer/Wyeth, BASF/CIBA, and Dow/Rohm and Haas.

In 2007, Mr. Armstrong became Deputy Assistant Director of the Mergers IV Division, where he was one of the lead litigators on the Inova/Prince William matter, having worked previously as Counsel to the Director that year, and as Liaison to the Department of Defense from 2001 through 2006. Mr. Armstrong is also currently the Chair of the FTC's Diversity Council and Head of the Bureau of Competition's Hiring Committee. He joined the agency in 1995 as a staff attorney.

Mr. Armstrong regularly speaks on antitrust and is currently the Vice Chair of the Pricing Conduct Committee in the American Bar Association's Antitrust Section.
