Matthew Stevens is a member of Ernst & Young LLP's National Tax International Tax Services practice and is based in Washington, DC. where he works in taxation of financial transactions both domestic and international.

Prior to joining Ernst & Young LLP, Matthew practiced law with two major law firms and worked in a business group with a major investment bank. He al so served as Special Counsel to the Chief Counsel for the Internal Revenue Service, and in that capacity he participated in the drafting of many regulations and revenue rulings in the area of financial transactions.

Matthew has substantial experience in the following areas: acquisition discounts, applicable high-yield discount obligations, bad debts and non accrual of receivables, bank bad debts, below-market  loans, capital assets, collars, constructive  ownership, constructive sales, conversion transactions, debt restructuring or workouts, debt vs. equity, deferred payment sales, derivatives,  discharge of indebtedness, financial instruments and financial products, hedging, imputed interest, interest rate swaps and caps, interest stripping, mark-to-market, market discounts, notional principal contracts, options, original issue discounts, PFIC issues, repatriation planning, short sales, Subpart F planning, straddles, withholding tax on derivatives and zero coupon bonds.

Matthew earned a Bachelor of Arts degree in Economics from the University of Kansas and a Juris Doctor, magna cum laude, from Harvard Law School.
