Tax Legislative Counsel

  • Advise the Assistant Secretary (Tax Policy) on all matters of tax policy relating to numerous areas of tax law, including individual, corporate, partnership, tax-exempt, financial products, estate & gift, income tax accounting, energy, excise taxes, and procedure and administration. Supervise a staff of lawyers in preparing administrative guidance, including regulations, revenue rulings, revenue procedures, notices, and announcements to ensure that the Treasury Department's policies are incorporated into such guidance.  Oversee preparation of the Administration's revenue proposals for the annual budget and the Office's legislative efforts.
     
  • Attend meetings with stakeholders, including taxpayers, tax practitioners, professional associations, industry groups, and other government agencies.

  • Supervise staff of lawyers in developing federal tax guidance in the form of regulations and other administrative guidance in a variety of substantive areas.
  • Work closely with the Tax Legislative Counsel and other senior Internal Revenue Service officials to implement the annual Priority Guidance Plan and ensure the Treasury Department's policies are incorporated into such guidance.
  • Attend meetings with stakeholders, including taxpayers, tax practitioners, professional associations, industry groups, and other government agencies.  
  •  2011 Treasury Special Act Award in recognition of my leadership and commitment to coordinating the 2011-2012 Priority Guidance Plan.
