Keith V. Morgan received his Bachelor of Arts degree with departmental honors in Political Science from Earlham College in 1985, and his Juris Doctor, from the University of Virginia in 1988. Following law school, he worked at the Federal Election Commission in the Enforcement Division. In 1989, he went to work as a trial attorney with the Tax Division of the Department of Justice, where in 1993 he received an Outstanding Attorney Award. He came to the Civil Division of the United States Attorney's Office in 1994. Since 1998, he has been a Deputy Chief in the Civil Division primarily responsible for Affirmative Civil Enforcement (ACE) and the Financial Litigation Unit (FLU), as well as supervising defensive litigation including tort and employment matters. In 2007, he received the United States Attorney's Award for Exceptional Performance as an Assistant United States Attorney.
